Henry J. (Hank) Miltenberger, Jr.
President & CEO
Hank Miltenberger has served as president and CEO of Gilsbar, Inc. for more than 25 years. As president, he is directly responsible for leading Gilsbar's market-driven business strategies and creating its unique and pervasive culture of health. In 1974, he earned his bachelor's degree at Southern Methodist University in Dallas, Texas. In 1977, he received his Juris Doctor degree from the Louisiana State University School of Law and was awarded the Order of the Coif designation. He was later inducted into the LSU Law Center Hall of Fame. He is a Certified Employee Benefits Specialist (CEBS) and Registered Professional Liability Underwriter and serves on the boards of civic and professional organizations throughout the country.
Douglas Layman
Executive Vice President & CSMO
Mr. Layman is the executive vice president and chief sales and marketing officer at Gilsbar, Inc. Mr. Layman earned his degree from Spring Hill College in Mobile, Alabama. During his tenure with Gilsbar, he has shifted the organization’s focus to become a market-driven thought leader. As executive vice president, he is responsible for Gilsbar’s corporate direction and vision. He focuses on its revenue generating strategies, with an emphasis in employee engagement.
Mr. Layman shares his expertise of member engagement and population health management at conferences and seminars across the country. His speaking resume includes various World Health Care Congress events, the International Institute of Research, and the National Business Group on Health. Mr. Layman represents organizations throughout the U.S., and currently serves on the Board of Directors for the Louisiana Association of Health Plans.
Shelley Lampard
Chief Administrative Officer
Ms. Lampard holds over 35 years experience in the insurance industry. After an eleven year tenure with New York Life Insurance Company, Shelley joined Gilsbar in 1982, where she is responsible for human capital management, finance, medical management services, IT staff, facilities management and corporate project oversight at Gilsbar. She has broad expertise in the areas of large plan designs built with an emphasis on controlling costs, policy issuance, benefit payments, billing and underwriting, as well as human resource management.
