Our History
Henry Miltenberger founded the company in 1959 as a partnership with the Louisiana State Bar Association (giving Gilsbar its name: Group Insurance Louisiana State Bar). This partnership launched a national insurance services provider that now employs more than 300 trusted professionals. We are honored to continue to serve our very first customer, the LSBA, and many other distinguished clients over the decades. We hope you will be one of them!

Leadership


Henry J. (Hank) Miltenberger, Jr.
CEO

Hank Miltenberger has served as CEO of Gilsbar, LLC. for more than 25 years. As CEO, he is directly responsible for leading Gilsbar's business strategies and creating its unique culture of health. In 1974, he earned his bachelor's degree at Southern Methodist University in Dallas, Texas. In 1977, he received his juris doctor degree from the Louisiana State University School of Law and was awarded the Order of the Coif designation. He was later inducted into the LSU Law Center Hall of Fame. He is a certified employee benefits specialist (CEBS) and registered professional liability underwriter and serves on the boards of civic and professional organizations throughout the country.



Doug Layman
President of Gilsbar Health & Life

Mr. Layman is the President of Gilsbar Health & Life.  Mr. Layman earned his degree from Spring Hill College in Mobile, Alabama. As President of Gilsbar Health & Life, he is responsible for Gilsbar’s corporate direction and vision; he also shares his expertise on leadership, employee engagement and population health management at conferences and seminars across the country. His speaking résumé includes World Health Care Congress events, the International Institute of Research and the National Business Group on Health. Mr. Layman represents organizations throughout the U.S., and currently serves on the board of directors for the Louisiana Association of Health Plans.



Shelley Lampard
Vice President & CAO

Ms. Lampard has over 35 years' experience in the insurance industry. After an eleven-year tenure with New York Life Insurance Company, Ms. Lampard joined Gilsbar in 1982, where she is responsible for human capital management, finance, medical management services, IT staff, facilities management and corporate project oversight. She has broad expertise in the areas of large plan designs built with an emphasis on controlling costs, policy issuance, benefit payments, billing and underwriting, as well as human resource management.




Judy Schott
Vice President & COO

As Vice President and Chief Operating Officer, Ms. Schott oversees the property and casualty division of Gilsbar as well as operations for the health and life division. Her insurance industry experience began as a professional liability loss prevention counsel for the Louisiana State Bar Association. Prior to joining Gilsbar, she practiced law for 10 years. She has lectured widely and published articles on a variety of topics, including HIPAA privacy, professional liability and risk management. She received her bachelor of science degree in accounting from the University of New Orleans and graduated from Loyola University School of Law.
